Newly-released bodycam footage shows a police K9 mauling 23-year-old Jadarrius Rose as he was surrendering to police. The Ohio State Highway Patrol said the July 4 incident happened after an attempted traffic stop led to a police chase. NBC News’ Jesse Kirsch reports.
