As part of the Canadian Forces Naval Reserve’s centennial celebrations, His Worship Mark Sutcliffe has granted permission for HMCS Carleton to exercise its Freedom of the City. A ceremony will take place on Saturday, September 23 at City Hall.

Date: Saturday, September 23

Time: 10:45 am to 12 pm

Location: Heritage Building, Ottawa City Hall

Freedom of the City is one of the highest honours that a municipality can grant to a military unit and is a tradition that dates back to 15th century England. In Canada, this ceremony is symbolic and has often been granted to military units who have a rich local history or who have won battles overseas. HMCS Carleton was originally granted this honour in 1980 by Her Worship Marion Dewar.

This event is open to the public.

Traffic impacts

The following streets will be closed from 10 am to 1 pm on Saturday, September 23 for the ceremony:


  • Queen Elizabeth Driveway, between Cartier Square Drill Hall (2 Queen Elizabeth Driveway) and Laurier Avenue West


  • Laurier Avenue West, between Metcalfe and Nicholas street

  • Elgin Street, between Laurier Avenue West and Slater Street


  • Cartier Street, between Cooper Street and Lisgar Street


  • Lisgar Street, between Elgin Street and eastly limit of Lisgar Street
