The G7 began in 1975 as an informal summit between the leaders of is the United States, Britain, West Germany, France, Italy, Japan, and Canada. At the time it was initially established, the United States administration under President Gerald Ford was concerned about being consistently outvoted by the European countries, and so supported the inclusion of Canada in the group, despite Canada not being one of the 7th largest economies*. The Americans were confident that a Canadian government (due to the fact that Canadians tend to see many issues the same way as Americans) would generally vote with the United States on issues before the group.
Since 1975, the Canadian economy has been overtaken by other countries and is now the 10th largest, but in international politics temporary arrangements tend to become permanent. Statesmen exhibit the tendency to avoid difficult issues if possible, because they are usually fully occupied with unsolvable problems, so fixing something that doesn’t need to be to be addressed is uncommon. With the establishment of the G20, Canada’s membership in the G7 is one of those problems that doesn’t need to be fixed.
