申请的时候还有一个问题。老人家已经糊涂。我现在有POA。 但网申没有关于这一步的说明， 要么本人签字，要本representative 签字。 但我前后者都不算。

POA and representative 应该不一样。 我理解如果是POA， 当事人不签名，POA签 不需要representative的条款， 如果是representative，当事人和Representative都需要签。
