人家说的没什么问题呀，认字是“education”的一部分吧？虽然2个亿不全是为了教育的，但帮助坦桑尼亚人的“food security”，加拿大自己那么多人的“food security”却没有解决；帮助坦桑尼亚人的“health”，加拿大自己那么多人的“health”也得不到保证 。这种不自量力的大撒币面子工程早就应该停了。
