有一点必须要指出，就是Bill C-69-impact assessment act并没有禁止pipeline。看自由党政府建成tmx就好了。该act目的是建油管需要通过环境评估和尊重原著民的意愿。


阿尔伯塔和一些大油商想借目前的形势快速推进这些项目，避开环境保护措施，故意把c69叫成no pipeline act。给公众造成错觉：自由党政府不会修管线。

所以，C96是经济发展和环境保护的一种平衡。输油管线一旦发生泄漏会给当地造成不可逆的损害。所以必须要经过科学认证研究，才能上马。
