The Agriculture and Rural Affairs Committee today approved the operating budget for its portion of Draft Budget 2026.
The Agriculture and Rural Affairs Committee today approved the operating budget for its portion of Draft Budget 2026, which includes $3.6 million in net operating funding. The Committee did not recommend that Council approve the capital portion of the budget, which includes $14.3 million in capital funding.
Capital investments include $10.2 million to renew rural infrastructure, such as roads and guiderails. That amount includes a new $3.6-million envelope of funding to maintain rural roadside ditches, which would include removing debris, re-establishing grades and slopes to maintain positive drainage, flushing culverts to remove silt and sand, and cutting grass twice a year. It also includes $2.6 million for rural road upgrades, with work proposed on portions of Carp Road, March Road, Bishop Davis Drive, Harbison Road and Ashton Station Road. Another $1.8 million is earmarked for the potential acquisition of natural area lands in the rural area for the purpose of conservation and stewardship.
The draft budget includes several continuous improvement initiatives designed to deliver efficiencies and modernize services. The City is:
The Committee also approved a motion that will help advance a priority commitment around rural ditching that was made as part of the 2024 Rural Summit. Staff will work with each rural Councillor to identify priority drainage projects and bring forward a work plan to ensure the proposed doubling of investment in ditching is used effectively across all rural wards.
The Committee’s budget represents only a portion of the overall rural capital investment because additional funding supporting rural communities falls under the purview of other Committees. Investments of $73.8 million in rural infrastructure will be delivered through the Public Works and Infrastructure Committee and the Environment and Climate Change Committee budgets. The City’s overall draft budget also includes $3.3 million to hire 23 new paramedics and by-law and regulatory services personnel, as well as $3.6 million to replace breathing devices for firefighters, all of which will benefit urban and rural residents alike.
City Council will consider the recommendations from today’s meeting on Wednesday, December 10.
