It is not the doctor's or nurses or clerical staff or EMTs that failed. It's government bureaucracy that bloats everything from the top down. Canada has almost 40% of it's working population in civil service . Our health care system has 10x the administrative staff as Germany. It's the comptrollers and COOs and HR staff. The DEI departments and senior managers. The accountants and actuaries and bean counters. It's the advisory boards and the consultants. It's the committee's and the boards of regulation. Gut all that and hire nurses we would be fine.
