据说土鸡收费是根据个啥公约。而且不完全叫过路费。它叫服务费，安全检查费，灯塔费等等。实际就是变相的准过路费。如果伊朗也搞个类似的收费。也就有法理依据了

土耳其之所以能得到收费权公约有内外两方面原因。内因是真理在大炮射程之内，土耳其有能力完全控制海峡。一战时，奥斯曼军队曾在海峡大败英法联军，英法伤亡30万。外因是英美想要遏制苏联。而伊朗既没有完全的控制力，也无法得到列强的支持。除非同美国妥协，合伙分赃

脖子瀑布子海峡两岸都是土耳其领土。脖子海峡的通过准则在100多年前英法俄土一个协议，后来被国际认可的，给予土耳其一种特殊权利作为它一战后认输放弃很多奥兹曼帝国领土的一种补偿。

霍尔木兹海峡两岸涉及不少不同国家。按国际一般认可的海洋通行法看，任何两岸国家是不应该收费的。
