Sorry I have to say your saying is NOT correct. One does not need to submit I94 when one needs to re-enter USA before the due date of I94 (This also saves $6). But it will have the record of overstaying in US if I94 is not submitted. I was notified(or warned) by US immigration officer when I enter the US after the due day while I didn't submit I94.
