So, the lease was not signed due to the fact that the agreed price was not the one in the lease. You were cheated by the landlord or the person who you discuss the price with. I believe you do have the right to get your money back. The question is: can you proof that you had a different price agreement? If you cann't give proof, it is hard for the the ORHT to make rulings in favor of you.
You know, landlords knows rules much better than the tenents and if they want to trap you, it is not that difficult. But one thing keep in mind, you should never give deposit before the lease is signed. Even if you do, obtain a written receipt saying how much you have deposited for the reason of what and it is the deposit for the "renting of *** unit for the price of *** starting ***". That way, it is safer and you have the proof. Always get a receipt when you pay $$$.
