Is there anything related to the builder if the area is terrible and filled with refugees and criminals? I do not think so.

Builder just buys the development permission from city, but if city/Fed decide to let the refugees live in certain area, builder maght not be able to do anything.

So I think builder is innocent if the area is filled with refugees.
is it right?

also I believe there must be some other builders developing the same area, because it is always have more than two builders to develop one area in Ottawa.
