A question from a friend for landing condition: If you plan to settle in the province of Quebec you must be in possession of a Certificat de Selection du Quebec (CSQ)
Question: what is CSQ? If the landing paper is from federal government but not Quebec, can he settle in Quebec?

1. CSQ is the certificate of Quebec immigrant
2. of course you can, don't worry, you have the right to choose where you live in Canada, that's the basic right from the Charter Right and Freedom. Quebec is a province of Canada,not a country.
