Can I find the city's appraisal price of the resale house

Is there a way that I can find out the city's appraisal price of the resale house? Also, some owner lists the legal description of their house, what is it for? How can the buyer use this information?

You could ask the sell to provide you the appraisal value(not the price) or you could ask a real estate agency to help you get the appraisal value of the resale houses you are interested.
Legal description is used for land regidtration.
