Give the number listed below a call, consult them what's the reasonable noise allowed at different time. If they confirm the noise of normal life is acceptable, then you just ignore the guy or simply tell the manager what you know. Good luck.

The By-law Services Branch promptly investigates noise complaints. Noise By-laws regulate acceptable levels of noise from music, mechanical and construction equipment, vehicles, sound reproduction devices, animals, etc. Noise levels tolerated during the day may not be acceptable at night, early in the morning or on the weekend. Be considerate of others. Typically first time noise offenders are informed of the by-law and issued a courtesy warning. Continued violations may result in hefty fines or Court proceedings.
Until the New City Council has considered and approved new noise regulations covering the new City of Ottawa existing by-laws of the former municipalities will continue to be enforced within the boundaries of those former municipalities.
To report a complaint, please call the 24-hour Client Service Centre at 613-580-2400.
