由于一直在国内，至今未办理枫叶卡，现在也无法再用移民纸返回加，请问还可以申请办理枫叶卡吗？谢谢

Probably you need to contact the Canadian embassy in China to get a one time entrance permit. (I heard it costs about $50). The PR card can only be applied locally and picked up in person.
