Yes, you have to pay the fee for "study permit" again because you need to get a new one. If you ask the lawyer to help you, you need not to worry anything, except pay the service fee. Otherwise, you can prepare the documents by yourself.
Two reminders:
1. Do remember to explain the reasons why you did not hold the old study permit when you started your study in a new school. Possible reasons, e.g., it's the first time for you to renew it by yourself and you are not familiar with associated regulations....This can be written in a separate sheet and submit along with other documents.
2. Do request an official letter of admission from your school--very important. Conditional admission is not acceptable.
