三月二十四日报道，中国国务院扶贫办公室主任刘坚说，２００３年年生活费在八百六十九人民币以下的人有五千六百多万人，而在六百三十七元人民币以下的贫困人口有两千九百万。按照世界银行贫困人口的每人每天一美元标准，中国的贫困人口则有两亿多。
