generally speaking, it is difficult for oversea master student to get the offer
in canada. Because unlike US, canada universities have little funding. And the
expensive tuition fee cannot be covered. If a professor don't have enough funding,
he/she probably won't accept the student. I seldom see any oversea master students
here.
