刚接到Bell上个月的账单，一看六十多，不知道怎么回事，仔细一查发现有一个长途电话费，8分钟$28。26,是打到Sao Tome的，我莫名其妙，因为长途电话用的是worldlink的，给Bell打电话他们一看就马上说这是个什么收费网站，有可能上网的时候跳出来然后我没有管它她就自动拨长途了，我很迷惑，因为知道这种网站肯定是黄色网站，我根本就不会去，但是又不好问roomate，想大概只是不小心发生的，这次就算了，当然如果以后再发生我就要提醒了。我的疑问是我的电话公司不是Bell，我上网用的是Sympatico，又不是拨号上网，怎么会让Bell charge我长途电话费呢？特别奇怪。问了Bell的人他们也说不清楚，这里哪位懂得给我讲讲？

I heard of this thing on TV. If the pc is caught by virus, the virus dials a long distance number and you are charged with shocking high price. But all the victims got their money back from phone company. You pc must have been connected to a phone line except the high-speed internet line.
Phone company's rep usually pretends knowing nothing when being asked refund. They are trained to behave like this.
Another trick: If you have cordless phone, other person can use his own handset to call through your phone, if there is a match. Don't try is with your neighbour.

It was a bit sad to hear of your story if it is as you mentioned. It is anything but your fault, so you shouldn't pay for this phone, which is $26, being a lot for a student if you are, and please never said "it is OK this time", because if OK this time, it must be OK next time.
What you should do is to find a proper way to protect yourself from this matter. You might want to claim to Bell Executives with the following email address:

1. For sure it's bell's problem, not yours. As you've said, your long distance is worldlink, bell can not charge you for long distance at all. And when you talk with them, you need to ask them about that and don't take "I don't know what's wrong" as an answer. Their job is to know what's wrong with the bill.
2. Don't pay it. Even it's bell's fault, if you pay, they won't give you money back, they will give you credit for the coming bills. And god know how long before you can use the credit.
3. If they can not answer your question and refuse to take it off from the bill, asking to speak to the manager.
