关于留学生怀孕

有个朋友，留学期间在加拿大怀孕了，孩子的父亲是本地人。他们打算明年结婚的。
替问一下，如果她想申请移民的话，要等孩子生下才能开始么？具体通过那些步骤?孩子是否生下来就是加籍？
如果她想咨询的话，可以去那里咨询？

听说在美国如果生了孩子，要等孩子18岁以后才可以申请PR，加拿大这么容易吗？孩子出生以后，母亲的PR申请需要处理多长时间？

好像说母亲不能以孩子来申请PR，不过可以以照顾孩子的名义申请工作签证，是OPEN的，打什么工都可以。原则上说小孩到18岁有公民权了才可以申请母亲移民。
