双语和安检 depends on what position you are applying, if you are in IT or 其他专业领域像是机械,化工... 等, then还是有许多是 English essensial or bilingual non-imperitive 的职位.
As to Security screening, it won't be an issue till you pass the written exam. generaly speaking, the government is your sponsor to clear personnel screening through CIISD, if they plan to hire you.

Yeah, but you lose a lot of positions for those "minor" problems. In theory, they have to check back in China if you haven't stayed for 5 years in Canada. That could cause a long delay and may not be in favor to you in a already very hot compitition.
I think you are talking about "enhenced level" security screening. yes they do check back 5 years, but not limited to China, if you ever lived in France in the past 5 years, you need list it on the application as well. For Secret level, that will be 10 years.
1. If you are applying a specific competition, the requirement said you must have enhenced level and you don't have it, then for sure you will be screened out, it's not "may not be in favor".
2. If you send in your resume by going through the above link, usualy they don't ask for security screening untill you pass the exam, you might have a good chance to get into a program to start your career in government.
the above two are totaly different approach

It all depends. Even if they do state "must have security clearance", you could be granted a "conditionally hiring" while they are doing the security clearance. On the other hand, they could forget to mention the security clearance in the ads..
