I've just been to Quebec city last week.
We stayed in Quartier hotel (www.hotelquartier.com) and cost $79.99 for 2 people. $10 more for each addition one.
That means $99.99 for 4 people and the room is equiped with 2 double size bed.
If someone is willing to drive, you can rent a car or take the coach there.
