I took part in the same kind of job finding club in Toronto before. It is wonderful! It is more than job hunting. It acts as an opportunity to re-discover yourself, re-define yourself, and certainly to create a trigger to refine your skills set.

But I am afraid that only the immigrants or citizen are qualified to join in.

NO, it's free. It is sponsored by HRDC, the club gets money from the government.
