Help - wheel balance problem, car vibrates

Please help,

My car virbrate at low speed. Someone told me I need a wheel balancing. To my understanding, wheel balancing is about how well the tire fit into the rim. Since tire is made of soft rubber, wouldn't the tire will self adjust to the unbalance condition and make the vibration goes away after a period of usage. Can someone elaborate more?

because the tire is made out of rubber, its density is not consistant - therefore one spot may wear off faster than another
and due to suspesion, and wheel alignments... etc etc tires do not wear out evenly
wheel balancing is not about how the tire fits around the rim, is whether the wheel and the rim wabbles during rotation, if it does, it's bad for your tie rod and wears out tires unevenly faster.
they don't balance your wheel by refiting the tire. they attach small lead patches around the rim, inside and outside to balance the weight distribution and make sure it doesn't wabble.

vibrate at low speed doesn't sound like you need a tire rotation though.
usually out of balance tires only make the car vibrates at high speed, pass 80km/h
low speed vibration could be a bad tie rod or bad rotors (during breaking)
how low is ur speed.

I might have misunderstood wheel balancing. What is wheel balancing exactly? I thought wheel balancing is to remount the tire on the rim such that to make the tire fit to the rim evenly?? Please correct me.

My car vibrates at low speed from 5km up 40km; at higher speed, I believe the vibration still there, but just the higher speed make feel less severe.

Is there anyway to diagnosis this virbration problem?

you should check up the problem that cause the tire" wearing out unevenly" first.

How do I diagnose the uneven tire wearing problem, any suggestions?
