Business Systems Programmer/Analyst

Your Challenge
The incumbent would be responsible for designing, programming, and maintaining computer applications on a variety of platforms (e.g. UNIX, LINUX, NT, etc.) to support CISTI's business processes. The incumbent is primarily responsible for production systems on multiple platforms related to the document delivery process. The incumbent is also responsible for studying and advising CISTI on new technologies related to document delivery and their potential impact. At time, he/she supervises coop students and term employees, and interacts with contractors.

Education
Bachelor degree in Computer Science, Computer Engineering, System Engineering, or other related field, or equivalent combination of education and direct experience and training in these fields.
Experience
Experience in developing, implementing and maintaining business applications interfacing with major database management systems; experience with Object Oriented programming such as Java and C++; and experience with CGI, HTML and Perl coding; Experience in Microsoft Visual Basic programming. Experience with relational databases and the SQL query language. Experience with Microsoft NT platforms as well as advanced use of UNIX systems. Experience in the support and development of information systems based upon relational database systems.

Technical Competencies
Knowledge of SQL based relational database management systems. Knowledge of database system design, development and maintenance. Knowledge of software engineering concepts, methodology, and practice including Object Oriented analysis and design, configuration management, verification and testing. Programming in high level computer languages. Business application development in UNIX, and Windows environment, using Visual Basic, C, C++, Java, Perl, HTML, UNIX shells, PL/SQL etc. and various development tools. Knowledge of internet technologies. Knowledge of CISTI products such as IntelliDoc and CISTI Source. Knowledge of CISTI organization, services, and directions.
Ability to plan, organize and prioritize work. Ability to transform user requirements and technical concepts to a solid production/service basis. Ability to analyze, research, identify, interpret complex issues. Ability to continuously identify trends, update knowledge, and adapt to change. Ability to work effectively and efficiently in a prolonged "multi-tasking" situation and under pressure. Communicate effectively orally and in writing. Ability to write technical documentations.

Salary Range
From $50,318 to $61,538 per annum. In addition, as an employee belonging to the CS bargaining unit, you will be entitled to receive a terminable allowance. This allowance is paid on a monthly basis and in order to receive this allowance, an employee must receive at least ten (10) days pay in the previous month. The amount of this allowance for your group and level is $176 per month until the signature of the new collective agreement for the NRC CS group. This allowance does not form part of pay except for pension purposes.

Your Challenge
Managing the operation of the network servers for the Montreal Road campus of IAR, ensuring network connectivity. Also serve to co-manage the network server for U-61 as well as desktop support for U66A. This includes connecting computers to the network; installing and configuring workstation software, as well as troubleshooting various Network problems such as reducing Network traffic. Administering and supporting NT workstations for the Management Services Office (MSO) of IAR. This involves defining, developing, implementing and administering computer infrastructure systems for MSO staff, as well as the installation and configuring of PC hardware and software. Responsible for the management of information, computer infrastructure and delivery of server technology and workstation computer software. Representing IAR and serving as advisor to corporate network focus groups. Is SIGMA Project Manager and has signing authority for a $100k per year procurement budget (for network and workstation hardware and software. Is responsible for setting task priorities for the IAR Networks Group.
