Ok, here is what you can do.

Both universities and colleges offer ESL problem to international student, but there is some advantage of attending collegeover university.

Most international students will attend college first if you don't have TOEFL scores. There is an advantage of studying in colleges while you are learning English, because college permit ESL students to take univerty level courses after the students have some ESL background. On the other hand, most universities will not allow ESL students to take any university level courses until they are formally admit to the university, which means TOEFL scores.

While you are in a college, you can work on your English skills and take university level courses in the colleges. These university level course credits are transferable, which mean you don't need to retake the same course once you are accepted to the university.

There are several good colleges (University college of the Cariboo, University College of the Okanagan) in interior BC (outside of Vancouver). I personally found students will develop their English language skills faster if they are completely immerse into a total english speaking envirnoment; Vancouver does not offer this.
