I sumbitted my passport application on Sept 27 at the Hull office and received my passport on Oct, 5 (7 days earlier than the promised time). I intentionally planned it to beat the strike (really not a hindsight).
The passport office is located near the food court (one floor above) in Phase II. Anyone can apply there no matter which provinces you live as residence.
The passport office is located in phase 2 of Place du Portage, which is the building complexes (phases 1, 2, 3, and 4) at the Hull end of the Portage bridge. Any bus crossing the Portage bridge is ok (sorry I have not taken any bus for a very long time). You get off at the end of the bridge. The building at the end of the bridge is called phase 4. You have to ask for direction to phase 2 after you get off the bus because it is very difficult to describe it here. It is about 5-8 min walking from the end of the Portage bridge. The passport office is located on the second floor of phase 2. On the first floor is the Food Court. On the third floor is the Congress centre. I came across the office today (Friday) and it was open (strike was called off today). There was no waiting line there today. The office will be closed if there is a stike. Good luck.
