被抄牌, 会怎么样?

今天开车找一小街道, 后面有车鸣笛, 俺以为是嫌俺慢, 没理会. 大约一分钟后, 俺找到地方, 停车出来, 才知是City Hall的Officer, 便走过去问:"What's wrong", 答:＂I'm gonna write down your plate and pass it to the police." 俺问为什么，　他说＂You didn't even stop at the corner". 俺以为他指的是拐弯处的Stop Sign, 便说："Yes, I did". 他说："NO, you didn't". 然后抄了牌，　扬长而去．没开罚单，　也没看驾照．可怜俺连犯了什么错都不知道，　更不知会有什么后果．　XDJM给些建议，谢谢．

在Stop Sign 俺停车前，他就已经按喇叭了，不过俺不记得前面有没有Stop Sign．或者，不管怎样，只要警察按喇叭，俺就得停车？可谁知他是警察呢？如果出庭，指空是俺没在Stop Sign前停车，俺说俺停了，法官信谁的？

我觉得应该没关系，CITY的人只能给PARKING TICKET，没权力给别的TICKET，只有警察才能给，上法庭，他就等同于一个爱管闲事的路人一样

As far as I know, drivers of school buses can report to police those vehicles which fail to stop when they should to. Then police would lay charges on them just according to those reports.

There was no school bus at all, and I fully stoped at the stop sign, but may not be longer than 3 seconds. I feel the worst is I don't know what I did wrong.
