If i change the runlevel in the inittab file to 0 0r 6 can i be able to recover it. If not then any hackers can modify that file and can permanently halt my system. What is the way to solve this.

You can try to type "linux single" to enter the single mode and then modify the inittab file. It should work but I never try it.

if you can change the run levels in inittab file, that means you are login in as root or at least as privileged user,so you can bring back run levels by using telint command.( telint is root's command)
