In high school, my moral education teacher, a French Canadian, told us that when he was in Beijing and lost his wallet, someone picked it up and returned to him within hours, he was so impressed. And his conclusion was: "Some nations are more honest than us (the Canadians)".

It's against the law if you kept the money you found. You must report and if the money can not be identified after certain period (like a year), then the money is yours. There was a case 5 years ago in Vancouver, a cop found more than a million cash in a garbage can in a park and then the government posted the notice to let the owner to claim the money and finally nobody dared to claim (I guessed the money was not clean by itself--who kept a million of cash in Canada after all?). The policeman therefore legally got the money at last. That was a big news that time and my ESL teacher talked over it with us in classroom.
