About 6 working days for Canadian visa, and same day for Chinese visa if you go there earlier.

if my chinese passport is going to expire, and i need to renew or get a new chinese passport, can i do it from here in ottawa, in stead of going back to china?

Yes, they can do both. Only the expiry date needs to be updated(extended) if your passport is still with some empty pages for future use.

当然不用回去。具体事项请参阅大使馆领事处。大使馆网页CFC 由链接， 那里有最权威的解释。
