Yes, If you have the proof from HRDC,I don't think CIC will care whether you are a student in Toronto or Calgary. All they want to know if you meet the conditions (such as the proof from HRDC) for work permit.
Beside, if you already have a work permit for co-op, you may be able to use existing work permit for the Toronto job if that job is inline with your program of study. I think all you need to do is to enroll into your school's co-op program, and let your shcool's coop office to know you have a job offer. Your Toronto empolyer may also eligible for government grant.
