About middle school students in China coming to Canada for schooling

I'm asking for a friend : Does anyone know how a Chinese middle schooled student come to Canada for education if the parents are not immigrants? Or if anyone knows any agent who does this business?

Why pay the commission to the agents? go directly to the school boards.
