For the newly built house, this problem doesn't exist since the insulation for garage ceiling is usually much higher (say R-32 value) than other exterior walls (R-20 or R-25 value).
My master bedroom is right on the top of the garage, but I haven't moved in yet... I asked the same question to the sales, and she told me that no such a problem for new house.
That's why we turn the temperature down to 18 degrees at night. But you don't want to be freezing when you wake up or go to bed. Room above garage is cooler than any other rooms, we keep a portable radiator in that room.
My Master bedroom is on the garage. But it's the warmest room of the second floor rooms.
It face south, so it's temperature usually 4-5 degrees higher than I set.
