I got an offer and signed it. But now I figure out this offer is not my expectation. What happen if i refuse the offer after signing it?

No consequences, just don't expect any future job offer from the company you just refused.

Possible consequences:
1. You damage your own reputation because it is a small IT world, people in different companies may know each other
2. you will probably feel ashamed and blame yourself for quite a long time.

But of course, if you have any valid reasons, you should tell the employer immediately,(better later than never) because it takes time and energy for the company to find a potential employee to replace you though they have already invested in hiring you.
 
In the whole interview processing, I was told it is permanent position. But when they gave me the offer, the position became to Contract position. I am holding a contract position now. After thinking over, I prefer to stay at my current contract job.

First of all, do you really want to work for this new company if they change the job to permanent? If you think that is acceptable, then why not tell the hiring manager about you were told the job is permanent in the interview, but it turns out to be a contract position after carefully reading the paper; and you think it is a bit unfair. And you would like to ask them to change the job to permanent, otherwise you may take it.

If you don't want to work for this company at all, then you can tell them you want to revoke the signed offer because it was not you were being told at the interview. You were told it is a permannet position,but it turns out to be something different, and you can't accept it, and you have decided to stay with your current company because of this.

Since they are expecting a new employee, and they don't expect the new employee would turn down the offer after signing, and you want to offer him your assistance about findng situatble people to take this position.
 
Base on contract law, when you singed an offer, a contract became valid between you and company. If you refused to take this offer, obviosly you breached the contract. so the company can sue you for breaching contract in the court and it really depends on the company.

But normally, the company doesn't sue you in this situation because the lawsuit takes long time to process and costs money. If the job position is a VP,CEO,CFO or senior manager, it may take place.

Finally, before you make decision to sign an offer, please read the clauses carefully.
