Thank you for your interest in the CGA Ontario program of professional studies.
All applicants to CGA Ontario must be Canadian citizens or landed immigrants.
All applicants must also be residents of Ontario, and must be bondable. CGA
Ontario will not accept applications for those on a Citizenship and Immigration
Canada Visa that are not able to enrol with a professional association and/or
seek employment in Canada.
In order to be eligible to register with CGA Ontario, you must provide a
Citizenship and Immigration Canada Record of Landing. A Citizenship and
Immigration Canada Student Authorization Visa or Employment Authorization Visa
is not acceptable unless the Visa clearly stipulates permission is granted for
enrolment with a professional association and permission is granted to seek
employment in Canada.

You have to be a Canadian citizen or landed immigrant "and" an Ontario resident to be eligible for enrolling in CGA Ontario.
It's possible to pursue the designation China, though. CGA Canada grants CGA designations to Chinese in China (Bj and SH). Chinese people can become cga students in China, take courses in china and write all the exams in China.
