加拿大移民部媒体发言人Andre Labelle对该网站以及他们提供的信息毫不知情。在看过网站的信息数字之后，Labelle表示非常惊讶。“加拿大政府每年都有一个总体的移民配额，但是从未有对父母、配偶或是子女申请的专门配额。”Labelle说。根据加拿大移民部的年度报告，2002年加拿大的移民指标是210,000 到235,000人，实际移民超过254,000人；而2003年，移民部计划移民220,000到245,000人。其中，60% (132,000-147,000)是经济类移民， 26% (59,000-64,500) 为家庭类移民，13% (28,100-32,500)的难民，还有少于1%的其他类别。



问题：

第一个答记者问的人似乎不太愿意直接回答问题。为什么？

第二位Andre Labelle似乎是个尸位素餐的人。为什么政府用了这么个人做加拿大移民部媒体发言人？ 为什么？

Canadian citizens or permanent residents are eligible to bring to Canada their parents by sponsoring them (as specified by the Canadian Immigration and Citizenship Website ).

There are two stages in the parental sponsorship application process.

The first stage consists of the sponsorship approval process, which takes place at CPC, Mississauga, Canada. The second stage commences upon sponsorship approval, wherein the application is sent to the applicants native country. Processing times in the respective native countries will vary.

Unfortunately the processing of sponsorship files has virtually stopped at the first stage of approval, despite the fact that all sponsors paid their processing and visa fees in advance as they were told this would expedite the process. For most people, these fees were paid since June of 2003 and they have not yet heard anything from immigration. This still does not take into consideration the processing times in applicants native countries.

The current situation, with respect to processing times, is cause for worry as immigration constantly increases processing times by 1-2 months each month.

As at October 15, 2003 the family class application sponsorship (parents sponsorship) processing time was 6 months (click here to see times as at October 15, 2003), currently the processing times have grown to 20 months and still grows (click here to see current processing time).

Quotas for parents coming into Canada has been drastically reduced!!! In the year 2005 the quota has been set to: 5,500- 6,800 people as compared to 2004 where quotas were: 10,233 and in 2003: 19,376. (click here to see current quotas)

This is a contravention of the right to family reunification in accordance with section 3(1.d) of the Immigration and Refugee Protection Act of Canada.

As per the current situation and due to the application backlog, it will take decades before current parental applicants will be given entry into Canada.

With all of this in mind "Sponsor Your Parents" has written a petition to the House of Commons in order that this issue may be addressed.

《大中报》投诉热线收到一些读者来信来电，反映担保父母移民申请长期得不到批准。同时上周五举行了游行示威，抗议政府拖延批准父母移民申请时间过长。移民部批准担保父母移民计划是如何实施的？2005年移民部对批准父母移民的指标有无显著变化？对此次示威游行移民部如何作出反应？是否存在着示威者所抗议的“对华人社区”的种族歧视等等。

　　为此，我电话采访了联邦移民部安省地区媒体发言人，以下是电话采访的内容。

　　记者：我们我们大中报的投诉热线曾收到读者投诉，申请父母团聚长期得不到批准。另外我想你已经了解11日早上已进行了有组织的示威游行，这些人代表了所有那些递交了申请父母移民但还没有得到批准者。我能不能就此问几个问题？

　　发言人：当然可以。

　　记者：请问，联邦政府对这次示威游行有什么反应？

　　发言人：据我所了解，这次示威是有关家庭担保类别的(Family Class Sponsorship)移民政策。联邦政府的政策是要家庭团聚，也就是说，要保证配偶，子女团聚的优先政策。

　　记者：这次示威游行其中一主要内容就是示威者认为联邦政府有一个不愿公开的顾虑，那就是加拿大人口的老龄化的问题。随着“Baby Boomers”的老龄化愈来愈严重，加拿大的医疗，护理及社会保险都面临着严重的挑战，请问这是不是联邦政府不优先考虑担保父母移民的原因？

　　发言人：联邦政府完全认识到父母及祖父母在家庭中的地位，他们为家庭整体利益所提供的重要作用及为新移民家庭融入加拿大社会扮演的举重轻重的角色。过去4年中，联邦政府所批准的担保父母及祖父母移民个案高达75，000例。

　　记者：但据我所了解，情况在起着变化。比如，有的华裔示威者提出，联邦政府今年给加拿大驻中国使馆的父母或祖父母移民的配额只有100名。请问你能否在此证实这一数字？

　　发言人：由于各地使馆在上一年中收到的申请数量不同，以及各地使馆在根据次序优先的原则处理家庭担保移民时所面临的压力不同，加拿大驻世界各地使馆处理家庭担保移民申请的速度是不同的。但我们是要保证遵守根据申请时间顺序处理申请的原则，而这一原则是与申请地点毫无关系的。

　　记者：那么对于此次示威游行，联邦政府会不会修改现行的政策，批准更多的父母及祖父母的移民申请呢？

　　发言人：联邦移民部对此次示威非常重视，我们尽所能制定措施满足加拿大各社区的需求，我们也会仔细考虑所有可能的选择以解决这一问题。但是目前位置我们还没有找到一项简单的可以解决问题的方法。我们也从制订政策上下手，包括对加快某类移民的政策。我们也会研究联邦移民部与各省各行政区的合作方式，以建立发展策略……总之我们正在努力解决这一问题。

　　记者：华裔示威者的另一个主题就是他们认为联邦政府给其他国家的名额分配(quota)要高于给中国的名额。对此联邦政府会不会有相应的政策改变？

　　发言人：根本就没有所谓的名额分配。

　　记者：没有吗？对某一国家有没有一个相应的指标(target)？

　　发言人：没有。

　　记者：那么移民部在批准家庭担保移民时是如何运做的？

I have a question to ask?

except demonstration, what else can we do if Canada Government doesn't
give answer to our parent immigration case in their promised 2 years?

If Canada screw us, how can we screw them seriously? law suit? or something
more serious than demonstration.

In my opinion, demonstration is far from the least, this country can
pretend blind and deaf if people demonstrate. Must shake its ass to show
our power.
