I sold my car to an owner in Quebec back in 2001, I can't remember the cost since the owner paid for it (mutual agreement), but I believe it's something like $50 or so. Basically you just need to find a garage that does safety inspection, once done, take the paper together with the vehicle registration to a licence bureau.
