Check 2005 fishing guide " genenal Info page 4)

New regulations are proposed that will put in place an all yearround
closed angling season for American eel in Ontario. When
these regulations take effect, if you accidentally catch an
American eel, it should be immediately returned to the water.

Thanks! so, it means the regulations have not take effect now... so it's still legal to keep them ...

I'll interpret it the same way.

Make sure it has valid American passport.
