1. cry out when landing at Vancouver airport that you need to transit to Ottawa. They will give you priority to proceed.
2. insist that when you buy the ticket, the Air Canada Office assures you that you wud not miss the 14:45 flight. So you should not be charged an additional fee.
3. depend on your experience and knowledge about international travelling, don't waste your time on aimless waiting.

I missed the flight to Montreal also, but the Air canada refused to pay the hotel fee, they said it is the fault of Immigrant Office in stead of theirs. It is free to book the next day's flight, but we have to pay the hotel ourselves, you can share the hotel room with other people who also miss the flight, the price is 110CND/night for 2 rooms
two years ago in Vancouver, we have 3 couples to share.

I took this flight from shanghai to Vancouver, but the next flight was 3:30pm. I had lunch and waited for some time before boarding. I think you can catch the 2:45pm's flight. You should tell the immigration ministry about your next flight time. And they will arrange you to pass first.
And if you don't have lugage to ship to canada later, that will save your time too. Otherwise they will ask you for the list.
