Scotia has student Visa.. as long as you put down GIC.

You can also open a bank account at TD Waterhouse Bank (http://www.tdwaterhouse.com), and they will give you a Visa check card. There's no credit limit, so you can only use upto the amount you have in your bank account.

TD Waterhouse will waive the fee if you have a TD bank account in Canada.
