The problem for all these negotiation is that non of two sides would like to discuss how to cut the cost and improve the efficiency. Why not look into how OC Transpo operates and how to save money from the operation. Why not looking into such options like using small buses on some less crowded routes or during non-rush hour time. I saw so many times that the big busese are almost empty and they even use those long buses during some non-rush hour.
In the end, those bureaucracies won't slove anything but kick the balls back and forth and you and me, as taxpayers, have to pick up the bills.
