A least four people died in a massive crash on Highway 417 east of Ottawa yesterday, the worst of dozens of accidents sparked by a weather roller-coaster of rain, snow, fierce winds, whiteouts and a flash freeze.
Before the day was out, the region saw two highway pileups as temperatures plunged from just above freezing to -14 C within five hours. Streets were blocked with tree branches and roads were treacherous. Some passengers at the Ottawa International Airport waited on the tarmac for eight hours due to grounded flights, and firefighters battled several blazes, including a downtown fire that destroyed a four-unit building.
The 11:30 a.m. Vars-area pileup at Exit 88 of Highway 417, about 40 kilometres east of Ottawa, involved 38 vehicles, according to the Ontario Provincial Police. Witnesses said five tractor-trailers were involved.
By 6 p.m., OPP had confirmed four deaths, including a father and his two-year-old daughter who died when their minivan collided with a tractor-trailer.
Two other men in separate vehicles were also killed, including one whose car was crushed beneath one of the tractor-trailers. The second man died on his way to hospital, said OPP Const. Diana Hampson.

Police have not released the names of the victims. As of late last night, firefighters were still working to extricate injured people from their vehicles.
Const. Hampson said 12 people were transported to hospital with "serious to critical" injuries. Those with minor injuries were transported to a fire station in Limoges.
"It's a mass of metal and vehicle parts," said Const. Hampson.
One of the drivers in the accident, Serge Prud'homme, a convenience store owner from Alexandria, said he got out of his car and watched as the crash chain reaction continued.
"The noise of the cars hitting each other was something else," he said.
The OPP said they would be cleaning up the mess well into this morning.
The major factor in the crash was the whiteout conditions, said Const. Hampson. Police even had difficulty getting to the scene.
"It's a mess, just a mess," said Craig Russell, the dispatcher for Dan's Towing and Boosting Service in Vars, which dispatched all 11 of its tow trucks to clear the wreckage. Last night, there were still at least 20 tow trucks on the scene.
Mr. Russell said Dan's Towing owner Dan Dion was shocked by what he saw. "He says it's the worst he's seen in 25 years," Mr. Russell said.
But the Vars-area crash was only the second of two major pileups yesterday.
At 10:40 a.m. on Highway 417 on the west side of Ottawa, just east of Arnprior, icy road conditions combined with the flash freeze and severe whiteouts to cause a 30-car pileup just east of the Upper Dwyer Hill Road exit, said OPP Const. Dana Mellon. There were only minor injuries.
A combined stretch of Highways 417 and 17 was closed from Panmure Road, just west of the Highway 7 split, all the way to Pembroke.
A small section of Highway 17 had already been closed since 9:30 a.m. because of another accident. Two transport trucks and several cars were involved in a collision on the highway between Bruce Street and O'Brien Road, said OPP Const. Janice Sawbridge.
Police decided to close the whole stretch of Highway 17 from Arnprior to Pembroke once the weather got worse. Some sections remained closed for four hours, but the Arnprior-Pembroke stretch was re-opened by around 1:30 p.m.
Hydro Ottawa and Hydro One reported more than half a dozen power outages throughout the day.
High winds wreaked havoc on ice-covered trees, and Ottawa police reported hanging power lines and traffic lights across the city.
One mid-morning power outage left 3,120 Kanata customers without power for half an hour. Other spots around Ottawa had no power for several hours, although Hydro Ottawa reported that all power was restored by 4 p.m. Altogether, about 10,000 households in the region were without power.
Police sent out numerous bulletins advising motorists to stay off the roads because of the strong winds and whiteouts, and police and city crews grappled with 40 accidents between 11:30 a.m. and 1:45 p.m. alone.
There were also three multi-vehicle pileups on city roads. Greenbank Road was temporarily closed closed between Hunt Club Road and Fallowfield Road, as were Woodroffe Avenue from Slack Road to Fallowfield Road, and Richmond Road south of Kanata to Fallowfield Road.
