I have a question about the tax return

My husband left Canada and went to Germany last September, he has income from Jan to Aug here in Canada. Does he need to claim the income from Sep. to December? He wants to give up his Perm. Res. status, so if it is still necessary to claim his income from Sep. to Dec.? And how about later next year, does he need to claim tax?
