Don't go to the Canadian 海关 directly. You need to cross the bridge and go through the American 海关. They will "reject" your entry (you will turn around and go back to the Canadian 海关) and give you a piece of paper that you need to hand in to the Canadian 海关.

Too smart, I guess. 当年, which year was that? It has been a routine thing/practice (e.g. cross the bridge and turn around back to Canada) ever since the "new" immigration policy was put into place in 1993.
