i do not think ottawa airport handle tn. i got mine at the border crossing. pretty easy. the guy made photo copies of my original diploma and my employment letter and let me in.
any port of entry, including Ottawa, will do TN. As for your diploma, if it is not in English, get a certified translation; also bring a copy of your transcript if you have one handy. Do not forget to bring some cash with you (US$, better exact change). TN is straight forward, and you should be done and out in about 10-15 min.

I do not know if you can do it at the ottawa airport. Toronto airport can do that. When I got my TN about 2 years ago, I asked and Ottawa Airport was not ok. You may call to see the airport can do it or if you are not far away, no harm driving there and ask. But gas is kind of expensive and parking at the airport is not cheap at Ottawa Airport.
