My experience suggested to call all the utilities (Enbridge, Ottawa Hydro, and Water) before your closing day to confirm they have received instructions to open a service account for you and to do a meter reading on the day you legally proceed the new home.
My lawyer only sent faxes to the utilities, there was no gurantee they received it or not. It ended up only one company received the fax. I was not happy with the lawyer's service.
As soon as you take procession of the new home (the closing day), record down all the meter readings (Enbridge gas meter, located in front of the house or on the side of the house; Ottawa hydro, located on the side of the house, and Water meter, located in the basement). There are usually a chance for mistakes to be made during transition. You will need these meter readings in case of dispute with the utilities providers.
Lawyers will not arrange phone, internet, and cable TV services for you. You have to arrange it yourself.
