I'm no expert on that but here is what I tried:

1. for fill flash when the subject is under the same harsh lighting as the background, e.g., someone standing in the full sun light, I usually use -1 to -2/3 flash compensation.

2. If the subject is in shadow and background is very bright, you should either avoid this algethor, or if not possible, meter the back ground and put the flash compensation to 0 or even on plus side. Watch for the sync speed and in most cases you may want to use external flash to be able to get desired Aperture/DOF.

For situation 1, how wide is your aperture? I guess that f2.8 wouldn't work? If you go down to f11, DOF is not desirable...

I have found that the compensation depends on the distance your camera is from your subject. If too close, even -3 doesn't work... do you bounce off your flash by tilting it up or swiveling?

most of time, you might have to use FP mode if your external flash has this feature.
 
You got some tough questions there, rose. For aperture, if I use external flash with 1/200s sync speed, my aperture would be not as bad as f11 but probably not much better.

I noticed the distance variation too but not nearly as bad as -3 stops. Also, I always aim the flash directly onto the subject for harsh light fill flash, no bouncing no swivering.
