With fog, it is no longer vacuum inside two layers of glasses. It is typically caused by not properly sealed windows. This will result less effective insulation for windows,thus heating cost increase during winter.
If you have a new house, negotiate with your builder to see if they can fix for you.
These are never a vacuum between glasses. Some top of line unit was filled with Argon gas. Seal broken will leak out the gas, it lows R value from R6 to R4. Most new home unless you have upgraded window will have basic insulated window at R2. A seal broken fog it up, but R value still the same.
If it is a new house, the window should have 5 years warranty. Call the window company and they will replace the broken window free. Yes, the window is free, but you have to pay the labour to install it, around $40.
